SetFocus issue

After submitting a form, the focus is supposed to be set to the first invalid field. For me, the focus is set to the top of the page.
Similarly, when selecting a value from a drop down, the focus also jumps to the top of the page.
What could be causing this?

Any javascript included?

Yes. jQuery and a few add ons on top of jQuery.
No, this is, unfortunately, not yet online.
What I notice is that upon submit, the page returned doesn't have a # in the URL, which I would presume is why the focus is not set properly.
How and where is the focus set? I might be able to figure out the cause based on that.
